Umm Katy Perry

I am not exactly sure what Katy is wearing or why she is even dressed this way. She looks like Stevie Nicks of the 90's. I got this, they are making a prono version of the movie "Wizard Of Oz" and she will be one of the good witches. A part of me is kind of digging this outfit on her along with the jet black hair.
